Should I state that I can pay any extra charge in points or cash?

They might let me stay in the partial ocean view with out any problem
but the ocean front I don't know.

I am a gold now but that will expire Feb. 28th.
You can always ask, but they can make you move to the category of room you reserved and "paid for" with the points. I always try to book the same category of room for this purpose. You might call SPG and ask if any higher category of room is available as an award with additional points.
