P.S. I usually ride from NYP to Wilmington, DE. and Washington, DC. Union Station and up until this time I have always walked from the station platform right onto the train and visa versa without having to use any stairs.

Kmart shopper was referring to the long-distance trains in the west, which are bi-level. I think it was a gentle reminder to not be too region-centric and assume that everyone knows to which Union Station you were referring.
Toddr4fun did provide the real answer to your question. Many of the tracks at Washington's Union Station have raised platforms. But those tracks which go under Union Station to continue to Richmond, Newport News and other points South and West do not have raise platforms. Obviously, all trains going to or coming from these destinations use these tracks. Occasionally, trains originating or terminating in Washington use them as well.
