Actually most of the US officials I have dealt with whether at Land or Air crossings have been fine.
Don't attempt to enter the U.S. through Waterton if you don't want to reconsider your opinion. I was interrogated last August when a U.S. border agent spotted an empty chip bag in the back seat of my car and accused me of lying about bringing food into the country (people! It was an empty bag of Old Dutch BBQ chips!). I was only allowed entry when I promised that I wouldn't spend the night in Montana...not a difficult promise to keep.
