Is this only for oneworld? Many of my Pakistani friends stopover in DXB and LHR on their way to North America, and have never had a problem. Emirates / Gulf Air / PIA / Qatar Airways all state that the piece system applies to/from North America regardless of whether the journey is broken by a stopover.

If the piece baggage allowance applies, it applies to the entire journey, even though a through journey may be broken by a stopover. The piece concept still applies when the passenger re-checks in at an intermediate station to continue travel.
Weight baggage allowance applies otherwise.
