Is this only for oneworld? Many of my Pakistani friends stopover in DXB and LHR on their way to North America, and have never had a problem. Emirates / Gulf Air / PIA / Qatar Airways all state that the piece system applies to/from North America regardless of whether the journey is broken by a stopover.
