The check-in agent may be following the rules.. but you should have highlighted the fact to CX that you are on a RTW ticket and that you are permitted the aforementioned 2 pieces worldwide. CX should not have charged you the excess rate. You have a valid case and you should be able to get a refund. You would of course have to contact CX at BKK airport directly for this.

I have been told that the checkin staff go off what is on the ticket whether it is correct or not ... you may need to claim compensation from the ticket issuer if the airline wont refund you . I used to work for a consolidator and from time to time we had to reissue tickets before departure after human or system error resulted in tickets with incorrect baggage allowances being issued - it could get very nasty if it wasn't picked up before departure
