I know you didn't say Paris, but there was a great park for kids.
There are many great parks for kids in and around Paris. My favorite continues to be the Luxembourg, for the following activities (as of 1998):
- Renting toy sailboats to sail across the fountain
- Peddling go-karts around and around a track
- Watching the Marionettes show, which I think kids can enjoy whether or not they speak French as long as you go to one of the standard stories (e.g. Little Red Riding Hood)
- Eating ice cream from the vendor at the main gate who has dozens of home-made flavors and has been working there for decades
