charged excess baggage on RTW

I was charged excess baggage by CX when I travelled BKK-TPE (via HKG) as part of my current DONE4 RTW.

Here's the facts. My allowance said 30kg on the ticket and to be honest I checked in with 50kg over two bags.

They charged me 16kg extra. The check in agent was wearing a Thai Airways uniform but working at a Cathay counter.

I was surprised and annoyed mainly because I had already done about a dozen sectors with much the same weight. This was the first time I'd been on a CX flight. The previous check in at BA in LHR I was told "you are a little overweight sir" but it was left at that. However, I believe CX are nazi's in this department.

From what I've been reading and some advice from others, since my itinery included the USA I am entitled to have 2 bags each with 32kg. That gives me a total of 64kg allowance in this case.

Perhaps the check in agent didn't realise I was on a RTW or perhaps he was getting a bonus everytime he successfully charged excess fees?
