It seems you answered your own question. You had a special meal request in your record, thus the Red Coat told you the computer passed over you when they were trying to determine their operational upgradees.

As for the priority for operational upgs- I have no idea. I've never worked an int'l gate. Other FTers may have more "hands-on" experience with it. I'd assume they'd go down the manifest and choose the medallions first. With as many things that can affect decisions, I'm sure there isn't a sure-fire answer.
