This 9% “across the board” reduction in Ryanair’s ticket prices from 16th March will make these changes revenue neutral for Ryanair.
Anybody else notice the non-sequitur. If Ryanair reduces all ticket prices by 9%, the only way of making it revenue neutral (assuming no increase in demand of course) is if they make up the money on baggage fees. So to say that those people travelling with baggage will be "encouraged" to take less baggage and it will then be "cost neutral" for them is pushing it a little. It cannot be both "cost neutral" for them and "revenue neutral" for Ryanair. Those two situations are mutually exclusive.

On a personal note I must say this change makes it much more likely I would try Ryanair out. Queueing (abouth which I have an abnormal phobia) is the main thing that I hate about low-cost air travel.
