I think all of the
reputable agencies allow interstate driving. Read the fine print of course, but I don't think you'll have a problem. Just stay out of Mexico.
I have rented Hertz cars in Nevada and driven them to California and Arizona. I've rented a National car in Seattle and driven internationally (and yes, I specifically called and asked about this one ahead of time). And every time I rent at MCI, I'm out of state within about 20 minutes of leaving the airport.
The horror stories are from less reputable outfits - we know who they are, so no need to list them here. Again, read all your fine print before you book, but as long as you are with National, Hertz, Avis, etc. I don't think you'll have a problem with a Nevada rental going to AZ or CA.
