Is this or is this not the case? Doesn't seem worth the effort if you don't earn the segments?

If they are different flight numbers you will always earn the extra segments. Not only that but you will also earn the minimum miles on each segment. For example YYZ-YUL is 500 miles but YYZ-YOW-YUL is 500 miles times 2!!!! plus two segments.
