Gold (and Plats, who haven't upgraded a companion already) can upgrade
anyone at the gate, regardless of whether you're on the same PNR--or whether you even know the person.
There have been threads in the past about using companion upgrades to upgrade soldiers in uniform, tall people, and (of course) attractive members of the opposite sex.
