In today's environment with SARS and Avian flu making the rounds, I am not sure you are completely correct. The responsibility may not end with the airline, but more of a security-type operation. Some countries do incoming inspections of passengers to make sure you're not bringing in some new disease. Wasn't Singapore (the state) also scanning passengers for high temperatures before being allowed in/out of the country?
