They have access on UA as well, it just isn't in their authority to make any changes beyond a seat change within cabin, a check in, or adding someone to a list. Not to say that it isn't done, the rule of thumb is that once an agent has taken the flight status to "gate control" (30 min prior to dptr on a domestic flight,) that they don't do anything beyond those previosly mentioned actions.
