Except where they're not allowed to. BAA, the company that owns and runs LHR, LGW and STN (and some other UK airports) has long had a policy which requires all airport outlets to charge no more than they would charge in the city centre. Some shops reportedly find ways of weasling out of this in some respects, but in general the policy seems to work.
What a pity that more airports don't impose such policies on their retailers.
