The baggage allowances are clearly stated on ba.com. As with anything like this is you get away with it good, but if they pull you up and hit you for additional charges then you can't complain.
The baggage allowance on flights to USA, Canada, Mexico, Bermuda, Brazil, Nigeria, Caribbean and Central America is the same for everyone - 2 items weighing no more than 32kg each. The latter is now a health & Safety requirement.
For all other International routes the limits are:-
FIRST - 40kg (88lbs)
Club World/Club Europe - 30kg (66lbs)
World Traveller Plus, World Traveller, Euro Traveller - 23kg (51 lbs)
There is no ability to upgrade at the airport using Miles.
I seem to remember that a couple of BA terminal staff who post here have said that they are being reminded that excess baggage must be charged for. It is a good revenue stream for BA and in the days of erroding margins any additional income source has to be exploited.
