A traveler should not have to read the contract of carriage to decifer the words "hotel accomodations" only to find out that what the gate agent really means is that DL will give you a voucher that is possibly useless.
On the flip side, if the GAs were offering confirmed rooms, they'd explicitely say "confirmed hotel accommodations" or specify the hotel the VDBs would be accommodated at in their announcement.
