It doesn't. It helps pacify the moorons. Oh, and as LexPax pointed out elsewhere, gives the FAA some temporary cover for their posteriors.
I'm not quite as pessimistic as Lex about our future flying possibilities, but I must admit that the idiocy force is strong with this stuff...
