If you're GM or PM--these days--I wouldn't hesitate so much waitlisting as we know they're definitely not selling the seats. A year, two years ago, I was a lot more cautious, but now I'd do it. Of course one must do their due dillagence and make sure the flights they are waitlisting on still have plenty of seats available.
