What you can do:
Enter your primary phone number including area code and/or country code. Numbers should not include symbols or non-numeric characters.

I had this problem too
Tried to enter:
00442074XXXXX... rejected
tried 442074XXXXX... rejected
tried 02074XXXXX... rejected
tried 2074XXXXX.... SUCCESS!
44 is country code for UK, 020 is STD code for London (20 is how you'd dial from abroad - as they know it's the UK, perhaps it's just this they actually need)
