<font face="Verdana, Arial, Helvetica, sans-serif" size="2">NOTE: In exchange for voluntarily relinquishing confirmed space, Delta may, at its option, offer to compensate the passenger with credit valid for the purchase of future transportation on Delta instead of monetary compensation. The credit will be valid for travel only on Delta within one year from the date of issue, and will be nonrefundable, nonendorsable and nontransferable.</font>
Now, notwithstanding the subject confusion, this does seem pretty clear to me.

If your Vouchers are from some other source, the rules may be different.
