Seriously, that is exactly what I have been assuming. Breaking out externally imposed costs is a political move. However, NavCan and Canadian airports are now at arms-length from the government; political accountability is simply not there. Try talking to your MP or writing to the transport minister about NavCan fees ... "Oh, that's in the hands of the users now ..."
Maybe, but not with respect to fuel surcharge, which goes into AC's pocket, and is a downright outrage when charged on "free" Aeroplan tkts. Fuel is a cost of doing business, just as is a pilot's wage or landing fees. Maybe they'll add a pilot's surcharge if they negotiate a wage increase.
