I wouldn't spend too much time complaining because you're unlikely to get very far. On the other hand, you might want to write a letter just to get your concerns off your chest. If you're feeling really ambitious, you could offer to write an article based on your experiences for publication in that's beijing; they will print pretty much anything decent.
