I seem to recall that there under threat of congressional action, airlines came up with their particular bills of rights for passengers (someone correct me if I am way off base on the origin of this) and the airlines agreed to either give you 24 hours to cancel and get a refund, or 24 hours to book and hold a fare prior to ticketing.
