The Amstel is a small hotel. It looks quite big from the outside, but there are a lot of suites and it only has 79 rooms / suites.
I bet that people staying on reward nights spend a lot less in the hotel - especially in the very expensive (Michelin starred?) restaurant - than paying guests. Because of the number of low-end properties (HI, HIX) in the ICHG portfolio, PC members are less likely than most to be high rollers.
That means double the reason for the hotel to restrict the number of reward nights given out - lower revenue than it gets from selling the room to the public, and a loss of revenue from the restaurant etc.
It is also a possible reason why a call to the Ambassador desk may open something up, given that Ambassador members are generally better off than the average PC member. Or book a paid stay and use your Ambassador weekend night voucher to halve the bill, which is what we did last year. It really is a lovely place to stay.
