It's an extrememly popular hotel, and an extremely small hotel (well, in IC terms!). Rooms get booked for cash, and rooms get booked for miles. If it were my hotel I'd make sure I maxed out on rooms going for cash, so the few mileage-redeemable rooms go quickly. They are seen as something of a prize, so it shouldn't be a surprise if some at least are assigned to a favoured few.
