I thought on international flights, it is an FAA mandate. For other flights, it is just "policy" that creates an FAA mandate if you don't follow crew instructions. However, I am still puzzled as to why international flights get so much more "security". Domestic flights have just the same or greater chance of having some major security breach catastrophe.
