If she is doing an air-side transit at BOM -- i.e., not leaving the airport -- then the airport is fine (i.e., safe with solo female travellers being just as safe as anyone else).

That said, BOM (international) is not a place I enjoy spending one minute more than necessary as it is still a rather retrograde airport.
