I think the thesis is correct, you're right. The devil is in the details, though. The biggest problem I have with the WSJ mentioning exit row sales for a fee is because United's most loyal (1P and higher) customers are the only ones who get to pre-reserve exit row seats before all other customers. To suggest that this is now up for sale would be a direct implication that the perks are being reduced.

Are exit rows always E+? Not always.

The following aircraft have exit rows that are not Economy Plus.

B737-300 (Ex-Shuttle) : Row 11
B763-300 (Domestic) : Row 21 and 22
B777-200 (Domestic) : Row 39
B777-200 (International - all versions) : Row 30
B747-400 : Row 46
