I find the signs in the Tube in London and on T-bana in Stockholm to be functioning more consistently than with DC-Metro. DC Metro rising to a comparable level would be an improvement -- even if slightly more.

I don't know about DCA, except that it worked well on the last 2 trips there. I usuallly ride the Green and Red Lines from downtown to Greenbelt via Fort Totten and they have always worked for me.
