Four Points Sydney is :

1) 3-5 min walk to Darling Harbour (restaurants, Syd Aquarium, Maritime Museum etc)
2) 5 min walk to GPO (centre of CBD) via King Street
3) 5 min walk to QVB & Pitt St Mall (shopping district) via Market Street
4) 10 min walk to Chinatown (chinese food)
5) 10 min walk to Star City (casino & entertainment)

The entrance faces a quiet street but most of Sydney's CBD is pretty quiet in the evenings. Darling Harbour is only across the bridge and is one of the most lively areas at night. Most major hotels in the CBD are also very quiet in the evenings eg Westin, Hilton etc

While its true that you cant walk to Circular Quay/Rocks, you also certainly wouldnt able to walk to Darling Harbour, QVB, Chinatown etc from hotels near the Rocks. You either choose the Darling Harbour/QVB location or the Rocks/Circular Quay location; but to say that the 4P location is inferior is most misleading.

BTW unless you are staying at the W, Woolloomooloo is a long walk from any major hotel in the CBD. You can take a bus from Circular Quay.
