It sure is (hard to get an upgrade) from my experience. Just flew CO1689 DTW-IAH-SAN this evening... 12A on both legs with FC completely full. DTW CO agent told me only one seat open and I was
third on the standby list.
Didn't help that the guy in 12B was a cross between a linebacker and NBA player. I certainly didn't have full use of my seat.
I need to keep on the Red Tail - FC may not be as nice as others, but at least I can get an UG consistently.
