Should be fine. Arriving at T-2, you walk to the Flight Connection Centre, down to the bus to T-3, and a short drive to T-3. It should take maximum 20 minutes from leaving the LH plane to arriving T-3.
The only thing to bear in mind is delays into LHR at that time of the evening. The incoming could easily be delayed by 30 minutes. Again you should be ok.
Do you have a fall-back, in case you miss it? If it is a changeable ticket, or all on one itinerary, and if it isn't the absolute end of the world if you miss the SQ flight, then go for it.
If it is a separate ticket, and non-changeable, or if it is essential that you make the SQ flight, then I would take an earlier LH flight into LHR and enjoy T-3 for a while before your flight.
