I would think that he should qualify for MAAS or Meet and assist.

YVR is a terminal with long walks and twists and turns. With MAAS on his file then he would be met at the aircraft, given a golf cart ride through immigration, assisted with his luggage and delivered right to the departure gate. This should be doable in 1:30. The best part of the golf cart ride is priority through immigration and security. Overall it would be about the same time as someone who is first off and knows their way through the terminal.
