Unless someone knowledgeable can shed some light on this, I'd be back on the phone with the 1K desk. That doesn't sound right. I've read here, many times, when the CSR says they put one on the "priority list", it could mean anything.

Since 738 is 733 metal, you shouldn't get the same response (not upgradeable) that I get for the UX flights (mostly em120's and crj200's) out of our local all the time

I've always requested my upgrades online, so my experience is limited. Perhaps this is normal. Let's hope so
