The answer to the first question seems to be yes. Chris said nothing about a cutoff date.

Marriott does seem to reduce people only one notch per year, so a Plat would go down to Gold even if they didn't meet the 50-night requirement. But that's just a practice, not a published rule. It may not apply in every case.
