In Melbourne a couple of years back all carry-on was weighed just before proceeding to the X-Ray by airport staff, not airline staff.
In Frankfurt they attempted something similar: they tried to enforce some carry-on size limit by putting metal bars in front of the X-ray machines. If you carry-on did not fit below the bar, it could not be X-rayed and would have to be checked. The bars seem to have vanished rather quickly -- I wonder why...
