Or it may just be the manner in which QF will let you BUY a QP membership without having ta pay the joining fee.

When I let my QP membership lapse I did ask if I were to get elite status and then in a future year lapse back to PS would I have to (re)pay the joining fee. The answer at the time was no I would not.
