On a Mac, option-1 is the ¡ and option-/ (or maybe option-shift-/) is the ¿. On Windows, hold down alt and type 0161 or 0191 on the numeric keypad (make sure num-lock is on).

You can also use the HTML escape codes iexcl and iquest (put an & before and a ; after, no spaces).
