As prev poster said, ex-PVG, anything goes.

I have had carry-on weighed ex-HKG, but they tend to be more strict on size. The people that check carry-on size are stationed right before you enter immigration. Sometimes the GA ask people with roll-on bags to check at the gate, esp. with a full flight on smaller equipment.
