Hmmm... I can still put a waitlist in there in Amadeus, so technically, the waitlist is not closed.
However, the flight seems to be overbooked in Y and C, with only 6 seats left in F. I guess it is their policy not to waitlist any upgrades then with F availability down to only 6 seats.
