Get a Citi card, which offers free cash advances at 0% for 12 months. Do an electronic transfer into your checking account for ~95% of the full credit line, and put it in your ING Direct (or similar) account. Transfer the balance to the Capital One card. Then do another free cash advance on the Citi card and again put it in your savings account. You get the Capital One promotion and you can take advantage of the interest on your interest-free loan from both cards.
