One of the "bright ideas" my brother and I came up with is a requirement that all scheduled flights be operated with Cat IIIc aircraft and captains, and all airports with at least one scheduled flight per day (yes, that includes ELY, AOO and CDC) have CAT IIIc installed on every runway in both directions. We wish to eliminate weather delays.

I know that you're being facetious, but isn't one of the problems with low-visibility flying that close parallel runways can't be used? For example, one of the two parallel runways at SFO can't be used below a certain visibility because they're "too close." Would Cat IIIc or any other variant of ILS remove this restriction as well?
