Yes, you will have RCC access in SFO. You will need to show that you are on an international trip. Usually the e-ticket reciept is enough, if you explain you have to get your BP's in LAX.

I would use the domestic check in limits for checked bags. (60 minutes?) Even though I think the international ones apply.
