I'd leave 15 mins to retrieve your bag, just in case.
I always prefer the tube since it is cheaper, although the HEX is faster if you are anywhere near Paddington. If you are somewhere near St Paul's then you could do Central Line to Notting Hill Gate and then Circle Line to Paddington. Alternatively you could change at Holborn and pick up the Piccadilly Line which will take you straight to Heathrow.
