This has been a interesting thread to read. There seems to be much speculation whether CO should and will honor Plat status for those that are not targetted.

Many are extremely angry that CO is giving status when they have earned it. For those that are so angry (& threatening to leave CO entirely), perhaps you should drop an e-mail to CO and specifically ask if the status will be honored, is it really targetted, etc. Many people seem to be getting very worked up without knowing the facts. If CO e-mails back and says that a limited number of previous multi-year-plats that were within 3k of plat again were the only ones targetted, and that all those that were not targetted will not get status, then I see no need to get angry.
