If I get put on volunteer list first, won't I receive whatever voucher they ultimately end up at? In otherwords, if they first asked for volunteers for $200 voucher, but then offer $500, if I agreed at $200, won't I get $500?

Depends on your definition of "oversold." With Y2 remaining, it is likely that there are more reservations than tickets. However, AA's yield management predicts that not all of those reservations will turn into boarding pax. If the flight was really tight, it might not also be showing B2 (B is a subset of Y).
Yes, you will get the last, best offer on the voucher, no matter when you volunteer.
