This has been the case with IAD CHO for the past 15 years. I hate all but given up, and drive most of the time.
Lately, for ORD or even SFO connections I fly through Richmond and just drive the 70 miles to CHO.
sometimes I have received compensation, $$, TAXI ride, everything. Lately, nothing.
