I don't believe this to be accurate. NW supposedly does not have any blackout dates. Are you saying that they do?
Plus, NWA is not as big in MEX as AA and CO, further limiting the availability.
CO is a NW partner, on which you can book award tickets. As are DL, AM, and AS.
Timing wise, you are too late in getting standard award:
