You might want to go with the charter because all NWA Worldperk Award Tickets (including using WP alliance partners) require either FC or Rulebuster awards due to limited availability. Since you are traveling during the prime "spring break" travel period it is unlikely that additional availability will open up. I checked using DTW. TOL, DNT, CLE as your originating departure city, all award itineraries were too many WP points, based on what you will have available.
